FCC Form 477 Completion Requirements



When filing for FCC Form 477, both subscription and deployment data require advertised speeds. This is not the same as throughput / provisioned speeds. Many existing billing systems have been reporting throughput / provisioned speeds in their subscription data exports, and recently the FCC has been looking for these occurrences and kicking them back for revisions in an attempt to clean up their data.

The FCC expects to see valid speeds in multiples of 0.128 kbps up to 1 Mbps. After that, they still allow up to three decimal places to be reported. If a filer advertises a service as 1.5 Mbps, it should be entered in as 1.500, not as 1.536 Mbps which is the technical throughput speed. In this example, if the product is marketed to a potential customer as 1.5 Mbps, then, it needs to be reported that way. It is important that your billing system export be cleaned up to reflect your advertised speeds. You may open up a ticket with your current billing system provider or TowerCoverage can make manual corrections to your file. These manual corrections require a ticket, and 1 hour of prepaid support at a rate of $175 per hour to complete the process. This is an addition to the standard TowerCoverage filing fee.

Fixed Broadband Deployment

Provide the following if different than the information contained in your TowerCoverage.com Company Profile or specify that your account contains the data.

  •        Name of person responsible for filing.
  •        Email of person responsible for filing.
  •        Title of person responsible for filing.
  •        DBA if different that TowerCoverage.com Company Information.
  •        Website for the Service.
  •        SAC (Study Area Codes) and Form 499 Filer ID if applicable
  •        Number of speed packages advertised?
  •        Do you advertise ALL packages on your entire network? If you provide business services do you offer it on the entire network?
    •        If yes, Name of the Multi Map that contains All live Coverages (AP’s)
    •        If no, The name and max Download/Upload for each Multi Map within your TowerCoverage.com account.

The filing includes the Fixed Broadband Deploy and the Subscription Data Portion. If you know of other sections that your company needs to complete, you will need to provide all relevant data.

Fixed Broadband Subscription

If you have a CRM that can export the complete .csv of your subscription data, you will need to forward the completed file over before the submission can be completed. If you do not, we can provide a spreadsheet for you to complete that contains what is needed ($250 to generate the files):

  •        Zip Code
  •        Advertised Upload
  •        Advertised Download
  •        Business (1=yes 0=no)
  •        Latitude (not required)
  •        Longitude (not required)

If you do not provide the Latitude and Longitude, the rows that we are unable to geocode will be forwarded to you, allowing you the opportunity to make GPS corrections and avoid subscribers not being included in the filing.

Billable Time

Billable time can be purchased from the TowerCoverage orders system. This order type is what initiates the filing process if you would like it to be done by TowerCoverage.com. The template attached to that order is where you can provide all of the information requested above. Support time varies by complexity of your filing. In most cases, 1 hour is needed to complete the process. You will be notified if more time is needed to complete your submission.

Stand Alone Fixed Broadband Deployment Data (What you Receive)

When you order Fixed Broadband Deployment Data from TowerCoverage.com (and elect to opt out of us completing the submission for you) the CSV file you receive will contain three separate columns. The first column contains the Census Blocks, The second column contains the DBA name (Pulled from your Company Profile), and the third column contains the technology code. (This can be either Fiber which is represented by a 50 or Wireless which is represented by a 70.)

Everything that remains must be manually completed before uploading the file to the FCC. TowerCoverage does not have access to your Max Adv Up / Max Adv Down or wether or not you provide Business or Residential services on each block.
